President Paul Kagame chaired the Cabinet meeting on September 18, approving several major industrial and economic projects.
The Rwandan government convened at Urugwiro Village to examine and adopt key strategic reforms focused on industrial development, energy transition, and commercial logistics.
Electric Vehicle Assembly Plant and Logistics Infrastructure
One of the flagship decisions involves approving an investment agreement with Chery Holding Rwanda Ltd to establish an electric vehicle assembly plant. This initiative aligns with the national policy to promote clean transportation and reduce carbon emissions.
On the logistics front, Cabinet approved an amendment to the agreement with DP World Logistics Ltd. The text covers the second expansion phase of the Kigali Dry Port as well as the development of cold storage facilities at the Rubavu dry port, a vital link for cross-border trade.
Vision 2050 and Environmental Reforms
Ministers adopted the new Development Cooperation Policy (2026–2050), designed to guide resource mobilization and international partnerships around long-term national priorities.
Two major draft laws were also approved:

An environmental protection law introducing stricter anti-pollution standards and regulating the domestic carbon market.

A text revising the charter of the Environment Green Fund (FONERWA) to better attract private green financing.
Social Protection and Key Appointments
Cabinet approved the National Policy Against Human Trafficking to strengthen prevention efforts, victim protection, and judicial prosecution.
Finally, several appointments were confirmed, including Mr. Olivier Mushimire as Secretary General of the Senate, Professor Raymond Muganga as head of the Rwanda FDA, Ms. Bibiane Umuzayire Burayobera as Permanent Secretary in the Ministry of Justice, and Mr. Charles Munyaneza as Director General of the National Rehabilitation Service.
